New Delhi: The Competition Commission of India (CCI) has commenced a comprehensive market study covering the cement sector across India. This study aims to thoroughly understand the cement market’s functioning and its competitive state, crucial for sectors like housing and infrastructure, which significantly impact the country’s economic growth trajectory.
Recognizing the susceptibility of the cement market to potential collusion due to its structural characteristics, the CCI’s study will be a fact-finding mission across various regions. It will independently operate from any ongoing case proceedings related to the cement sector within the commission.
The study’s objectives include examining the cement sector’s evolving market structure, such as market concentration and the dynamics of entry, exit, and consolidation. It will also analyze market trends like price fluctuations, costs, production, capacity utilization, and profitability, as well as delve into the determinants of cement price movements in both trade and non-trade segments.
CCI’s approach will be holistic, engaging with all relevant stakeholders to identify any competition impediments and enforcement or advocacy priorities specific to the cement industry. The methodology combines secondary research with stakeholder consultations, gathering both qualitative and quantitative data from varied sources.
The commission has designed the study and will implement it with a dedicated internal team, with support from an external agency. Consultations will be held nationwide to ensure a comprehensive understanding of the sector.
